Quote & Proposal Kit by Small Rows

Keep your services and prices in one list, build a quote from it in a few rows, and print a one-page quote and a two-page proposal with scope, timeline, terms and a signature block. Then log every quote you send and see what's open, accepted, declined or past its valid-until date. Any currency, whatever sales tax or VAT you charge (or none). One spreadsheet, no add-ons, no sign-in.

One-time purchase. You download the file right after checkout. Tested in LibreOffice and Google Sheets; not yet opened in Microsoft Excel (see limitations). 14-day refund, no questions asked.

What's in it

Services (your price list)

Up to 60 services with a category, a description that prints on the quote, a unit (hour, day, page, item…), a price and whether it's taxed. Duplicate names turn red.

Quote builder

All the inputs for one quote: client, project, intro, up to 20 lines picked from your list (or typed), quantities, line discounts and overrides, a quote discount (percent or amount), a deposit (percent or fixed) and optional extras. Checks beside the details flag a missing price or client.

Printable quote

From, prepared for, number, date and valid-until date, the lines, subtotal, discount, up to two tax lines, total, deposit due on acceptance, balance, optional extras listed outside the total, your first three terms lines and how to accept. One page, portrait.

Printable proposal

Overview, scope (what's included and what isn't), deliverables with due dates, a timeline of phases, the price from the quote, all your terms lines, an acceptance sentence with the total, and name, signature and date lines for both sides. Two pages.

Quote log and pipeline

Up to 200 quotes with their status (Draft, Sent, Accepted, Declined, Withdrawn). A sent quote past its valid-until date shows as Expired, and a next step appears: follow up, close it, or invoice it. The Pipeline counts quotes by status, by month and by lead source, for the year and all time.

Invoice hand-off

When a quote is accepted: the amounts to bill before tax (deposit and balance), the taxed and untaxed parts, and step-by-step notes for the Freelance Billing Kit by Small Rows or our free invoice template.

9 tabs in all, including a Start here tab with the whole routine and a Settings tab for your details, currency, default validity, deposit and follow-up days, tax lines and your own drop-down lists. Drop-downs and checks on the input cells, and formula cells protected without a password so they aren't overwritten by accident. No macros and no add-ons.

Works wherever you freelance

  • Any currency. Pick USD, GBP, CAD or EUR, or type your own label. It prints on the quote and the proposal. One currency per file.
  • Your own tax lines. None, one or two lines with the label and rate you type, such as VAT, sales tax, or GST and PST. Per quote you can use your default, no tax, or custom lines. The example line is called "Example tax" at 10% and is there to be replaced; the kit never picks a rate for you.
  • Your own terms. Eight terms lines on Settings, labelled as example wording to edit. They're not legal advice.
  • Country notes, optional. The Start here tab links to official pages for the US, the UK and Canada. Nothing else depends on them.

Honest limitations

  • Tested in LibreOffice and Google Sheets; not yet opened in Microsoft Excel. Every formula has been recalculated in LibreOffice with no errors and compared with an independent calculation over dozens of random quotes and quote logs. In Google Sheets (uploaded and saved as Google Sheets) all 9 tabs load with no formula errors and the example total matches LibreOffice's; we haven't checked print layout or sheet protection there yet. It uses only functions that Excel and Google Sheets both list (no macros, no XLOOKUP, LET or FILTER). When we open it in Microsoft Excel we'll fix anything that behaves differently. If it doesn't work for you, the refund applies.
  • Not tax or legal advice. No tax rate is built in, and the kit doesn't say whether you should charge tax or what a quote commits you to. The terms lines are example wording to edit. If you're not sure, ask your tax authority, an accountant or a lawyer.
  • One quote on screen at a time. The Quote and Proposal tabs show the quote that's in the builder. Save each one as a PDF to send and keep, and add it to the Quote Log yourself (the log isn't filled in automatically).
  • No sending, tracking or e-signatures. It's a spreadsheet: you email the PDF yourself, and acceptance is a signed printout or a written reply.
  • Sizes: 60 services, 20 lines and 5 optional extras per quote, 6 scope items included and 3 not, 6 deliverables, 6 timeline phases and 200 logged quotes per file.
  • One currency per file. Amounts aren't converted.
  • The pipeline counts only what you log. Won-out-of-decided is a count of your own quotes, not a forecast.

Questions

Does it work in Google Sheets?

Upload the .xlsx to Google Drive and choose File → Save as Google Sheets. We've tested it there: all 9 tabs load, there are no formula errors, and the example quote's total matches LibreOffice's. Print layout and sheet protection haven't been checked in Sheets yet.

Does it need macros or an add-on?

No. Everything is ordinary formulas, so there's nothing to install, no permission screen and no macro warning.

I'm not in the US. Will it work for me?

Yes. The currency label, the tax lines and the terms are all typed in by you, so it works in any country. Links to official US, UK and Canadian pages are on the Start here tab, as optional reading.

Do I need the Freelance Billing Kit too?

No. When a quote is accepted, the Invoice hand-off tab shows the amounts to bill and how to put them on the Freelance Billing Kit or on our free invoice template. Either works.

Can the client sign it online?

No. The proposal prints with name, signature and date lines, and the quote says how to accept in writing. There's no e-signature or sending built in.

Who made it?

Small Rows, a small software studio in Alberta, Canada (how it works). Questions: support.
